In this July 2023 report for the Regional Plan Association that is useful for any policymakers seeking to empower and enable self-levy districts (often known as BIDs or BIAs), Tompkins outlines the common challenges small place-management organizations face and what New York City could do to address them. While the report is specific to New York City, the core themes — both challenges and solutions — mirror those of hyperlocal place management entities and public space partners in many cities.
